After the people of Daraa took to the streets in March 2011, they quickly formed grassroots committees to guide the demonstrations and handle the humanitarian needs of the injured and displaced. The process was replicated across the country, creating a network of local groups voicing their opposition to Assad. The most prominent example is the network of Local Coordination Committees, a network of groups on the ground with representatives around the world. The LCCs issue news reports on the state of the fighting and keep a casualty count of Syria’s war that has become a trusted resource for foreign press and governments.
But by and large, the protesters have functioned as a network of community organizers, without a clear leader or coordinated command. That may make it harder for them to play a role in Syria’s political future. It does, however, create a layer of civil society that had been practically absent before, which contributes something to long-term stability.
